Throughout the researcher’s experience in teaching English as a foreign language in government secondary schools in Egypt he has noticed that the listening and speaking skills are not given due care the reading and writing skills are given more care .the writing skills for the final examination is still in a written form . The researcher hypothesized that a creative language programme focusing on the listening and speaking skills applied to a group of first-year secondary students in a government school would result in more significant gains in test scores both in listening and speaking tests and in the final promotion exam by comparison to students just receiving the prescribed first-year syllabus of instruction. As a beginning, a questionnaire was prepared for first year EFL teachers to answer some of these teachers gave comments in the spaces provided .a considerable number of teachers who completed answering the questionnaire was interviewed.
